Minutes of the extra – ordinary general meeting held prior to the AGM on 15 June 2016 at the John Alker Centre Flixton

Minutes of the extra – ordinary general meeting held prior to the AGM on 15 June 2016 at the John Alker Centre Flixton regarding Rule changes and SCOR Rules provided by Manchester FA. The proposed Rule changes had been circulated by e-mail to all clubs and committee members prior to the AGM.
Rule 1b – Bye Law was accepted unanimously - no votes against or abstentions.
New Rule 17- Bye Law was accepted unanimously – no votes against or abstentions.
SCOR Rule 8b There was 1 vote against the motion and 1 abstention but the majority carried the change.
SCOR Rule 11 (C) Amendment proposed by Tony Henderson of the committee on the night and seconded by John McFadyen as follows:- after and One admin point to be added:- if the fine is not paid within 7 days of notification then the following fixtures will be suspended until the fine(s) have been paid.
Carried unanimously.

Minutes of the AGM followed the above.
1. Notice of convening the meeting was read by League Secretary John McFadyen
2. Roll call of member clubs was taken
3. Chair Tony Blair advised that minutes of 2015 AGM were on the web
4. Treasurer John McFadyen had circulated the audited accounts and asked for any questions re these. None were raised and John pointed out that had defaulting clubs cleared their debts then the League would have been in profit.
5. Auditors reported that the fines income had increased by 62% but it was up to the clubs to ensure they adhered to the rules to avoid any penalties.
6. Cheadle Hulme Albion proposed and Stretford Victoria seconded that the accounts and balance sheet be approved and adopted. Carried unanimously.
7. Tony Blair was elected as chair and John McFadyen as League Secretary and Treasurer.
8. Tony Henderson, Mark Ewbank, Adam Henderson and Stuart Liston were elected to the committee.
9. Auditors Fergus Kilroy and Linda Taylor were elected as auditors
10. The Honoraria to remain as last year.
11. Tony Henderson gave a resume of the registrations stating 1153 players had been registered but that 27 clubs had failed to complete their match cards on line even though all the pass words had been issued. Advised of changes for next season and asked for all to comply. Also advised that clubs should start to send in their players registrations as soon as he issues the new registration forms which will also include a section for a photo. All previous registrations become null and void for the next season.
12. Tony Henderson stated that due to the bad winter weather we had had 127 matches postponed due to waterlogged pitches out of a scheduled 458 matches played. As a result in April 92 matches were played and 69 in May. A big thanks to all those teams involved. The intention is to insert some mid week matches in September for next season to assist.
13. Tony Henderson stated that coverage was 93% for the season and 42 referees had been used over that time. Complaints had been raised about one referee in particular – Charles Baldwin- and on advice from Manchester FA it was proposed by John McFadyen seconded by Church Inn that this League does not use his services again. Proposal carried by 21 with 5 abstentions.
14. Tony Henderson reported that he had been making enquiries regarding the amount paid out to both Cheshire and Manchester FA’s with regard to yellow and red cards as he had concerns that this was impacting on ‘Grass Roots’ football. The amount to Cheshire FA was advised as £665.00 and Manchester as over £3000.00 although Tony estimates this as more than £7000.00 on 226 cases dealt with by both FA’s. He was told by Manchester FA that £12000.00 is put back into ‘Grass Roots’ football. We will ask the questions – where??
15. John McFadyen thanked Tony Henderson for standing in for him during his sabbatical to New Zealand over the winter. He stated that the winter had been one of the wettest on record and thanked the clubs for helping get the season completed. Also thanked the rest of the top table for their input during the season and those clubs who won awards at the end of the season but that participation was always the reason for playing.
16. Tony Blair stated that if it was not for the likes of Tony Henderson in particular and also John McFadyen then this league would fall by the wayside as so many leagues seem to have done over the last few years. Asked the room to show their appreciation of the work done.
17. Notified Business as follows:-
The presentation for the referee of the year was undertaken by Craig Henderson and made to Simon Humphries – the referee of the year.

was debated by the existing members and after a lively discussion they were voted in with the proviso that the necessary checks stood scrutiny.

There being no further business the meeting was closed at 9.28pm.
